No, fps_d == 0 can not really happen.

The question is when should we trust libav to give us useful information? What
if upstream is really variable framerate and some random framerate is encoded
in the h264 stream? Currently there's no way from GstVideoInfo to distinguish
between "no framerate" and "variable framerate".
