It could simply skip input frames instead of encoding them, if upstream (a sink
syncing to the clock) has indicated that they would be too late anyway.

Which elements? Sinks? They will just drop stuff that's too late, but that
would kind of defeat the purpose if the problem is that the encoder is too
slow.
