I think this proposition would be very useful to work with hardware
oscillators, that allow changing the hardware clock rate by a few ppm. I don't
think it can be done easily right now with the current QoS API. To avoid large
swings in the ppm correction values, usually a PID controller is used to
converge quickly to a stable correction.
