Maybe related to https://bugzilla.gnome.org/show_bug.cgi?id=617778

There's some tearing as well but the flickering first line looks like a bug in
the deinterlacer. Can you make a short section of the movie available for
testing? Setting a different value for the tff or fields property of
deinterlace might be able to give better directions to where exactly the bug
is.
