mpegvideoparse: Add GstVideoCropMeta

If the encoded stream has any associated crop rectangle
(SequenceDispalyExtension), then send it as GstVideoCropMeta to the downstream.

This patch is on top of my previous mpegvideometa related patches. I can create
a new bug for this if needed.
