It would be nice if this could be automatically activated if:
* rate != 1.0
* segment has GST_SEGMENT_FLAG_SKIP

And automatically output a stream with:
* rate == 1.0
* applied_rate = incoming rate
* drop/duplicate packets to end up with a smooth stream
