The problem is that we have some mutually incompatible use-cases

1. Upstream timestamps come from tsdemux/rtp/etc and have been clock-skew
corrected, so we don't want to alter them.

2. Upstream timestamps come from udpsrc and need to be corrected (but we prefer
ero-latency)

3. Upstream timestamps come from a demuxer, but are missing from some buffers.
