in gst-plugins-base/win32/common/libgstpbutils.def

Though these symbols are only available in git master, not in 1.0 branch. GES
is being actively develop and depends on what will become GStreamer 1.2. There
are also many things that only works on top of git master in current GES. I
would recommand to move your try and move the windows build to that (and make
sure it's not too hard to update from time to time). Feel free to contact
people in #pitivi IRC channel on freenode, that's where things are being
discussed and developped.

I'm keeping this bug open, as GES should check that GST 1.1 development branch
is being used.
