I haven't looked at the details yet, but my impression is that:

1) if we expose this directly as encapsulated, we would need to add a new
stream-format for this

2) IMHO we should make the demuxer convert this internally to AVC, i.e. just
make it extract the PPS/SPS from the first chunk and send updated caps if
needed.
