codecparsers: h264parser: parse mvc extension for Stereoscopic High Profile

Parse the seq_parameter_set_mvc_extension for both
Stereoscopic(profile_idc==128)
profile and Multiview (profile_idc==118) profile during subset sequence
parameter
set parsing. Currently the parser API is only considering the Multiview
profile.
