h264parser: Add frame_packing_arrangement payload parsing to SEI parser API.

This will parse the frame_packing_arrangement payload in SEI message. This
information can be used by the decoders to appropriately rearrange the samples
which belongs to Stereoscopic and Multiview profiles.
