h264parser: define the max value for SPS+SSPS count.

For MVC streams, numOfSequenceParameterSets indicates the number of SPSs and
subset SPSs that are used for decoding the MVC elementary stream which has a
max count value of 128 (7 bit field in MVCDecoderConfigurationRecord).
