Videoconvert allows changes to vertical subsampling for interlaced video. 
Although the resampling kernels have improved recently, they are not ideal if
the next element is a deinterlacer or ivtc.  Patch adds a flag to disable this
conversion if trying to construct a high-quality pipeline.
