I can see another use case for more buffer_flags:

As per MPEG-A , there is a type of stream in which which, 
StereoType==GST_STEREO_VIDEO_SEQUENTIAL_VIEW_TRACKS. For these types of streams
there are separate tracks for left_view frames and right_view frames. 
So I think somehow we need to mark the outgoing buffers as left_view or
right_view based on the track_id.
