I tried to issue the HEAD when transitioning from READY to PAUSED but I need
info from the HEAD to setup the custom bin.  If I try to delay setting up the
bin, I get the following error:
** (gst-launch-1.0:12622): WARNING **: add element stream

I get it when I don't link all elements in a custom bin when the uri is set.  I
need to issue a HEAD to get more info and was told not to issue the HEAD until
state change from READY to PAUSED.  I need info returned by the HEAD so I think
I have to do it when the uri is set.  If I do it there, everything links up
otherwise pipeline does not link up.
