I think we are trying to discuss two topics here :(.  If i understood
correctly, your question is "Do we need to update the src caps of vaapidecode
with RGB or (what ever format) that the sink can support via GLUploadMeta?" .. 
I would say *no* :)

Could you please create a new bug against gstreamer-vaapi for that (if you have
issues). Otherwise this bug report will become a mess-up :)
