use the allocation query to propogate GstGLContext

This uses the GstVideoGLTextureUploadMeta api type but doesn't fully implement
the meta properly.  I have wip patches for that as well.  I suppose the
question is whether it should stay on the upload meta or should we create our
own GstGLMeta.
