There is code in gst_validate_pad_monitor_downstream_event_check that checks
that outgoing segments match incoming segments. I think this is too
restrictive, as an element may offset a segment such that running time of
buffers would be unaffected. I'm not quite sure how a modified test would go
about checking this due to the rate/applied_rate, though.
