Allow disabling gstreamer-egl

Currently, setting --without-egl-window-system just aborts configure. However
afaict, gstreamer-egl is only needed by eglglessink.

Since I find egl/gles not that useful on a headless machine, I have made a
patch to make this library optional in Gentoo. eglglessink will obviously have
proper dependencies set when we add it to our software repository.
