androidmedia: add support for
COLOR_QCOM_FormatYUV420PackedSemiPlanar64x32Tile2m8ka colorspace

There is a weird tiled colorspace in some Qualcomm devices.
The attached patch is for 0.10 and copied from vlc. I don't really know how to
tiled formats should be represented in 1.0
