thread-pool: Add cleanup to wait for the threadpool to finish

Add gst_rtsp_thread_pool_cleanup which waits for all tasks to be stopped and
frees all allocated resources for the internal pool. This function is intended
to be used mainly in test suites to ensure proper cleanup of internal data
structures.
