The goal of this patch set is to add API to collectpads to handle flushing
seeks there, instead of copy pasting the logic everywhere until it eventually
bitrots (which seems to be the case now in adder, videomixer, oggmux, etc). The
logic is the same from https://bugzilla.gnome.org/show_bug.cgi?id=706779#c1
