codecparsers: add VP8 bitstream parser

This version now exclusively uses libvpx as a separate DSO. Some tidy up is
further required, and additional bug fixes to come. Anyhow, this yields zero
change vs. the previous patch, no new bug introduced, no older bug fixed
either. :)
