Similar as https://bugzilla.gnome.org/show_bug.cgi?id=723778 but the drawing
would be made with OpenGL.
We could draw a nice meter that gives informations about the visual FPS.
Well there is still a gap between the decoder and the video sink, but it could
draw the meter into a separate texture and attach it to the current buffer
through GstVideoOverlayCompositionMeta.
Then downstream could blend it calling a function that measures the visual FPS.
