Given that qtdemux is the problem, would it be an option to have effectively a
'qtdemux-cenc' in plugins-bad, which tracks qtdemux code but adds support for
cenc?

If this is done, and cenclib is also put in plugins-bad, then all the changes
would be restricted to plugins-bad.
