Setting the lower limit for the "quantizer" option to 0 instead of 1 and then
encoding with "pass=qual quantizer=0" leads to a successful lossless encoding
for me.

At least for quality based encoding, quantizer is equivalent to the --crf
option, about which the help says:
"--crf <float>           Quality-based VBR (0-51) [23.0]"
