I am working on porting Fedora to AArch64 (64-bit ARM) architecture.

To build Qt5 I needed gstreamer-plugins-base but build failed on NEON stuff in
gst/audioresample/ directory.

Until someone will write NEON code for AArch64 I would like to disable it for
non-NEON platforms.
