it seems that the second output setting happens because there is a moment that
satisfies the condition port->port_def.eDir == OMX_DirOutput &&
port->settings_cookie != port->configured_settings_cookie in
gst_omx_port_acquire_buffer() so that it returns
GST_OMX_ACQUIRE_BUFFER_RECONFIGURE.
