This fixes the bug in wavenc, nonetheless there is also something wrong in
gst-omx here. It only fails properly now instead of creating broken files.

    wavenc: Return not-negotiated if we got no caps or caps negotiation failed

    And do it always, not inside a g_return_val_if_fail().
