This patch updates the tiff recipe with a number of changes, as such that it
more closely resembles the build settings of ubuntu trusty.

* update to libtiff 4.0.3
* use a tarball instead of a local git repo
* enable libtifxx
* add the reentrant CXX flag
* add the --ld-version-script configure flag. OpenCV for instance relies on
this.
