It's a regression, now that atdec has the highest priority it's chosen by
playbin and this pipeline that was working in 1.2 does not work anymore in 1.3:

gst-launch-1.0 playbin
uri=http://mirror.bigbuckbunny.de/peach/bigbuckbunny_movies/big_buck_bunny_720p_h264.mov
