h264parse: default to byte-stream/nalu format (Annex B)

Updated patch to fix gst_h264_parse_negotiate() default to alignment=AU for
avcC format, and alignment=NAL for byte-stream. Also fixed the comment to not
claim anything on the resulting GstBuffer representation.
