Currently, inter sources and sinks only set the transfer surface when the
element is set to playing.  While the g_object property can be set at any time,
this has no effect on the element's behavior after it has started playing.

I made an attempt at writing test cases demonstrating this with simple (maybe
naive) solutions.  The change is available at
https://github.com/superlou/gstreamer-inter-modifications/commit/29e275555efce0573990f8ed83f61fc19cb00df6.

Is there another page that describes how to create a patch for gstreamer?  The
page linked from gstreamer.org looks empty
