You can get the binaries from
http://gstreamer.freedesktop.org/data/pkg/windows/1.3.90/ and the sources from
http://cgit.freedesktop.org/gstreamer/gst-plugins-bad/tree/sys/d3dvideosink

What's wrong with StretchRect? :)
