codecparsers: h264: add support for Frame Packing  Arrangement SEI message

Added GST_H264_FRAME_PACKING_NONE and fixed conformance to D.2.25 in regards to
frame_packing_arrangement_extension_flag and any subsequent bits, within the
payload, that need to be skipped.
