v4l2videodec is entirely based on helpers and ends up with a lot of meaningless
properties. Before 1.4, I want to remove all properties that make no sense and
only keep the strict minimum.

I will also name the device a read-only proper (as it's a multi-instance
element, hence changing the device makes no sense) and some other changes on
properties, like having capture-io-mode and output-io-mode, rather then
confusing capture-io-mode and io-mode.
