still the omxaacenc may have a wrong sinkcap but the encoding feature should be
enabled by this patch.

e.g) wav -> aac

gst-launch-1.0 filesrc location=[.wav] ! wa
vparse ! omxaacenc ! 3gppmux ! filesink location=output.aac
