tsdemux: adjust upstream time segment if needed

If a clock skew is used, the upstream time segment needs to be adjusted
otherwise the pts/dts calculated by tsdemux won't match the segment boundaries.

This is useful when a source that pushes recorded ts streams emits a time
segment with start being equal to the first pts of the stream.
