Great.

The problem was basically that before that commit the test environment wouldn't
be set if you just ran 'make check' in the top level directory.

For future reference, if you run

 GST_DEBUG=check:LOG make elements/decodebin.check

it should print the plugins that are allowed (whitelisted) at the beginning.
