add GstProtectionMeta to support protected  content

I don't think we need a new micro library just for a meta and a utility
function, so 90% of this can just go away IMHO.

I'd say just rename gstprotectionmeta.[ch] to gstprotection.[ch] and drop that
into gst/ in GStreamer core.
