A meta is just like any other API really. Where it goes depends on a bunch of
things. If it's generic it might go into core, if it's audio/video specific it
would go into -base, etc. There are no firm rules really.

Just like the protection event, we have kept the meta very generic, so I think
it's fine to go into core. The utility function can also go into
gstprotection.c IMO.
