Maybe, I guess we can still add that when we find that we need that?

I'm not a fan of the seqnum referencing (in general).

I think STREAM_START events should generally clear all existing sticky events,
but that's probably a separate discussion. In any case, I think we can punt
this question for now and don't need to block on it, and it's a problem with
other sticky events such as tags as well.
