Please note that the 'GStreamer SDK' and gstreamer.com are not related to the
GStreamer project but completely outdated forks third parties.

In GStreamer 1.x the functionality you ask for has been implemented already, if
I understood your request correctly.

$ gst-inspect-1.0 textoverlay

  shaded-background   : Whether to shade the background under the text area
                        flags: readable, writable
                        Boolean. Default: false

  shading-value       : Shading value to apply if shaded-background is true
                        flags: readable, writable
                        Unsigned Integer. Range: 1 - 255 Default: 80
