Like to jump in on this thread as today I was trying to compile GStreamer (GIT
HEAD) in a docker container (base image: ubuntu:14.04, x64) with ORC and came
across the exact same problem.

Tim's solution did fix it for me, although
# sudo ldconfig 
was required as well to get gst-plugins-base compiling.
