tag: add GST_TAG_CAPTURING_FOCAL_LENGTH_35_MM tag

New tag is named GST_TAG_CAPTURING_FOCAL_LENGTH_35_MM and is stored in a double
value to be consistent with GST_TAG_CAPTURING_FOCAL_LENGTH.
