videoparsers: h264: Disable passthorugh mode enabling

This patch doesn't look like a proper fix to me.

My reading of Jan's commit is that it just delays the activation of passthrough
mode, so not sure if it should've broken something that wasn't broken already
before, but I didn't investigate in detail.

We need more unit tests for h264parse :)
