This branch contains a 'sctp' plugin providing 2 elements, sctpenc & sctpdec,
which provide SCTP transport implementation. They were originally implemented
to provide the means for implementing RTCDataChannel in OpenWebRTC.

This plugin has also been submitted in openwebrtc-gst-plugins, but in the
longer term it would be great to have it upstream in gstreamer. I am opening
this bug for public review of the plugin.
