'highest' might be misleading, since we probably wouldn't select the highest
bandwidth representation if the resolution is larger than we need. Presumably
the first two options would literally mean, "set estimated bandwidth to 0", and
"set estimated bandwidth to infinity" (and then follow the normal selection
process).
