GST_META_FLAG_LOCKED, GST_META_TRANSFORM_IS_COPY(type), and typedef struct
GstMetaTransformCopy. Looks like it.

I can look tomorrow into how to have jpegenc use this, and if there is any
further work to do of what Tim mentioned.
