set extra size to mq if decode chain is not exposed yet

@Myungsun, if audio data position is so far in push mode, the pipeline is
stalled. But in your code, you just check 'no-more-pad' flag. IMHO, we should
check if decode chain is exposed also.
please, review my additional patch.
